In Urban Empire we start on a spacious map, where Peglow laid out the first district of our city. Unlike Tropico, Urban Empire is straight-faced, and its treatment of history is much more realistic. The city building itself is the most familiar aspect: districts will be represented, the density of certain building types will be balanced, and infrastructure issues will be addressed while working toward further improvements.
