Tropic 2features several major innovations to the original Tropico game. The traditional economic model is inverted: the player maintains his wealth not by producing materials, but by plundering merchants on the high seas and bringing victims back to the island as captive workers.

Additionally, the pirate characters show a lot of individual personality, so the player truly cares about the characters' well-being. The island is also divided into zones so that the richest pirates can isolate themselves in their own loot-filled mansions, which automatically upgrade as their standard of living improves.

The success inTropico 2: Pirate CoveIt depends on careful management of the pirate population. Since the dead gain no loot, the King must keep his pirates well equipped for potentially lethal missions. Sea dogs require muskets, machetes, cannons, and the skills to use them when they venture to plunder Spanish territory.
