The action of Police Tactics: Empire begins sixteen years after the dramatic events that took place in a fictional town of Newport Falls. During that time, John Croft, the officer responsible for destroying the Empire syndicate, was murdered.

From that moment on, the criminal organization works from the shadows, and its first open action after a long break was the attempted assassination of the mayor. Instead, the assassination attempt resulted in the death of the police chief: the vacancy was filled by Harvey Croft, who is the protagonist of the game.

From now on, he is the guardian of law and order, and his ultimate goal is to capture the mysterious leader of the titular organization.

In Police Tactics: Empire, players assume direct control of their subordinate compound. Their main tasks are to combat crime and coordinate the actions of individual police officers. Apart from that, the protagonist has to obtain evidence, find culprits and train new units, which over time are promoted to officers or detectives.
