One Piece: Burning Blood is a 3D stage fighter in which players fight using a variety of characters from the anime/manga One Piece. And if one has to tell what One Piece: Burning Blood is based on, chances are that the game is not for them, as it would make almost no sense to anyone familiar with the franchise.
This approach means that those watching One Piece can have fun controlling some of their favorite anime characters, but fighting game fans who don't know a Devil Fruit's Going Merry will miss out. This is because the developers decided to have only One Piece: Burning Blood set during a story arc that occurs hundreds of episodes in the anime, and the game itself offers little explanation as to who the characters are, what they are their motivations, or what is really even going on.
